Yes, I think so. CloudFlare distributes the same cached content to different servers in a content delivery network (CDN), and when it delivers cached content to you, it will send it from a server that is near you. Since it's more efficient to do it this way, it's likely that each server in its CDN gets content added to it only when someone nearby that server makes a request for that content. So if different people in different locations request the same content at different times, different servers in the CDN might have different versions of the same content. See:

If it were released proper it would have been cataloged, but yes, for all we know it could have been a BASIC type-and-play out of a magazine. Either that or the the catalogers never played the game and just assumed it was the Kriegspiel we all know. I haven't played Kriegspiel for the PDP-8 myself.
