Winning is impossible because the battleships, which move on the intersections, can't get to their harbor, which is in a cell, while the U-boats, which move in the cells, can't get to their harbor, which is on 2 intersections. Shouldn't the harbors be reversed?

Yes, it is supposed to be reversed; the diagram is wrong.
