Since the piece placement in your example took 16 turns, I'm assuming that neither side has to copy the other. Does the restriction on placing Rooks apply as the Rooks are being placed or only once all pieces are placed?

The rooks can be placed anytime and they need not be placed once all the other pieces are placed. But if two rooks are placed already, then a piece must remain in between them. That's the only condition.
