By what rule can pieces change from one state to the other?

@Fergus Duniho

I envision the shape of a knightly Chess piece as a flat square like Janggi, Xiangqi, or Shogi. Then pieces can show the knight state on their bottom side.

Flapping piece = Changing its state

I asked about the rule, not the mechanics of playing the game with a physical set. I will ask again. By what rule do pieces change from one state to another?
