White (uppercase) pawns move upwards, black (lowercase) downwards - thus neither can go anywhere. The positions of the bishops, king, and queen can be changed around.
I think this was on Wikipedia, as the starting position for a chess variant - since no player has any legal moves, the game is opened with an ILLEGAL one!
