A good game. But why do you bother about wether a pawn can promote to a rook? It would simply be stupid to promote a pawn to a rook if he can promote to a queen (or guard in this case).
The same reason why promotion to Rook is useful in FIDE Chess--on rare occasions it is the only promotion that is any good. Let's say that in the particular position promoting to Queen would cause stalemate--then if promotong to Rook doesn't give stalemate but will allow you to win later, it is the correct move. These positions are not common, but they do exist.
This variant seems particularly suited to the novelty set at
Mythical Beasts Chess Sets, which uses a Harpy to represent the Rook!

I think, harpys are too weak... Looks like, they exists only to poison king, other pieces are mostly poisoned only to remove check (if there is no other way to remove it or these ways are disvantegeous)... To make game more interesting, i think, it shouls have more harpys (maybe, 4) or allow to poison opponent's pieces several times (maybe 3 times is OK). It's funny: in english language male pawn can become female queen, while in russian word 'pawn' is female ('peshka'), and instead queen, there is male ferz...
