I think it is still lost. The only weaknesses of black against a bare royal opponent can be unprotected pieces or his King. 'Careful play' thus means only doing moves that keep all your pieces protected at any time, and to not allow safe check. (This is even a conservative approach, as you could afford to leave pieces unprotected if no safe attack on them is possible.) In the FIDE setup only the Rooks are unprotected.

The FIDE array thus has only 3 vulnarable spots: King and both Rooks. In standard Maharadja each of these is outide the range of safe attack, so the position is tactically quiet, and hence an easy win. With the added Camel moves, the super-Maharadja has these spots in range, but the tactical analysis shows that black can adequately defend each of them: the King pre-emptively through e6, while a6 and h6, although they cannot prevent the loss of the Rook, make the corner squares a death trap. So black starts playing these 3 Pawn moves in the order the Maharadja positioning warrants, and then starts deploying his pieces in a careful way until he covers every square of the board.
