Your ambition to bring in Germany is probably inadvisable. Firstly the distinctively German variant is Courier, which has even more files than Shogi! Secondly World War 2 involved many more than three powers. Those bordering the North Sea were in it throughout but the rest had their exits and their entrances. It is also widely accepted that an inevitable consequence of the War was the end of the British Empire, which would be hard indeed to portray in Chess. Better perhaps to accept that this game represents only a part of a much larger conflict.
