The latest version of the betzaNew.js script now implements this exemption from effects specified by morph and captureMatrix by suffixing a move in the XBetza descriptor by a quote. This makes it possible to limit special effects like promotion to a subset of the moves of a piece. It is still not possible to define different special effects for different moves, but it should be extremely rare that this is needed.
The quote should go between the capitals describing the leap, and a possible range indicator. I don't really consider this a property of Betza notation; just a trick in the way the Interactive Diagram uses XBetza notation. (As morph and captureMatrix only have meaning in this context.) So it is described in the ID article, not in the XBetza article.
