Provisional Armies and Retired Armies

I think that the list of "official" armies should be short, which means that eventually new armies will need to bump older ones off the list.

In addition, armies that are on the list should be well-tested.

By definition, a newly-devised army can't be well-tested, and so I have created this section to hold the armies that are either on probation or have been demoted.
